When you purchase property in the UK, whether or in any part of the country, the change in land ownership must be legally registered with the Land Registry; requiring a certificate from HMRC.
This certificate will only be issued once the stamp duty (or Stamp Duty Land Tax to give it its full title) due on the purchase of the property has been paid. If you can't pay the Stamp Duty, you won't be able to purchase your new home.
