PSC Tables 2011-2012 Annual Report as Staffing Activities Slow

(firmenpresse) - OTTAWA, ONTARIO -- (Marketwire) -- 10/23/12 -- The Public Service Commission (PSC)'s 2011-2012 Annual Report, 12 audit reports and 2 follow-up audit reports were tabled today in Parliament. This is the first PSC Annual Report prepared by President Anne-Marie Robinson and Commissioner Susan Cartwright. The PSC reports to Parliament on its mandate to safeguard the integrity of the public service staffing system and the non-partisanship of the public service.

The 2011-2012 results of the PSC's activities show that the staffing system is generally sound; deputy heads and managers are respecting their delegated authorities and are meeting their responsibilities and overall performance has improved.

"Progress is being made," said Ms. Robinson. "However, some areas need further attention. The PSC will continue to work with organizations to identify measures that can be taken to improve staffing performance. The focus will be on learning and continuous improvement."

In 2011-2012, hiring and staffing activities in the federal public service declined, and the total population covered by the Public Service Employment Act (PSEA) decreased by 2.4%. Permanent, term, casual and student hiring dropped for the third consecutive year and movement into and within the public service reached its lowest levels since the late 1990s. While there were decreases in all types of hiring, student hiring declined the least.

The PSC also reported on its two roles in workforce adjustment - first, to provide policy guidance and support to organizations in selecting employees for retention or lay-off, and, second, to support persons who have a priority for appointment in the public service.

The Priority Administration Program will be the main source for staffing vacant positions over the next few years, and the PSC will continue to enhance the program's transparency and effectiveness. Ms. Robinson stated, "The goal is to retain valuable skills and experience while respecting the rights of employees under the PSEA. We also want to ensure that as many people as possible with priority for appointment can be placed as quickly and efficiently as possible."





In the coming year, the PSC will also support organizations as they continue targeted recruitment to sustain and build a public service of the future that delivers results for Canadians.
