New E-Government Act brings about huge expansion of De-Mail areas of
application

Key step towards administrative modernisation - users of fully electronic
mail can now, for example, complete an entire house purchase by purely
digital means.

Birkenwerder, 7 June 2013 - The Bundesrat passed the new
E-Government Act, significantly expanding the potential scenarios where
De-Mail can be used. The Act specifies, for example, that all government
ministries must use either De-Mail or an alternative secure method, and
defines a legally binding, digital and secure channel between authorities,
citizens and companies. The Act also contains regulations concerning the
replacement of communications in writing with other, adequately secure
technical methods such as De-Mail.

From concluding a rental agreement to giving written notice
'As such, De-Mail users can now do a lot of things electronically, which up
to now required a signature on the paper. This will allow companies to make
huge gains in efficiency - it's simply quicker and cheaper to perform a lot
of processes using De-Mail instead of the conventional postal method,'
states Hans Szymanski, CEO of Francotyp-Postalia Holding AG. Its
subsidiary, Mentana-Claimsoft, was certified as the first De-Mail provider
in March 2012. 'And private individuals will benefit from it too. For
example, having created this new legal basis, it will be possible in future
to complete an entire house purchase by purely digital means using De-Mail
- including all correspondence with brokers, notaries and the land
registry.'

A lot of other processes, which up to now had to be performed in writing,
can now also be carried out digitally. These include giving written notice,
taking out insurance policies and signing rental agreements. In terms of




the authorities, this E-Government Act provides the legal basis for
processing official documents digitally, for example.

Less administrative bureaucracy
De-Mail is the digital twin of a letter. It allows messages to be sent
securely, confidentially and on a legally-binding basis by fully electronic
means. FP estimates that up to 10% of letters sent annually in Germany
could be sent by De-Mail in the next three to five years.

'The fact that the Bundesrat has passed the E-Government Act is a very
positive sign from our perspective,' Szymanski goes on to explain. 'Above
all, it's a big step forwards in terms of administrative modernisation and
will help municipalities and authorities to minimise their bureaucracy.'

FP offers a comprehensive range of services for all senders with its
De-Mail gateway for companies and authorities and its De-Mail portal for
private customers. Companies and authorities simply require a De-Mail
gateway to be installed. This is integrated as software in the customer's
existing IT infrastructure, and custom adaptations are also possible. FP
also offers authorities the advantage of being able to integrate EGVP
automatically, so that they can also handle court communications using
De-Mail. FP's De-Mail gateway is multi-client-enabled, meaning that it can
process several clients at the same time. FP assists its customers by
providing advice when they start using De-Mail. Further information can be

Private individuals use the web-based De-Mail portal. Customers simplyregister themselves once at www.fp-demail.de. Following an identification
process, they then receive their own De-Mail address and can send and
receive De-Mails straight away.
