"Winner's Circle" of the 2015 HfS Healthcare Payer Operations Blueprint Report,
which ranked 15 service providers based on a survey of industry leaders.

Evaluation Criteria
Data was collected in the second and third quarters of 2015. HfS conducted
interviews with buyers who have evaluated service providers and experienced
their services. Some contacts were supplied by service providers, but interviews
were also conducted with HfS Executive Council members and participants in
extensive market research.
There are two major factor in the criteria. "Execution" represents service
providers' ability to deliver services. It includes real-world solutions,
quality of customer relationships and flexibility. "Innovation" comprises
service providers' ability to improve services. It includes vision for end-to-
end process lifecycle, concrete plans to deliver value beyond cost and
leveraging external drivers such as partnerships and digital technology.
