Agreement between the Municipality of Teylingen and Terra Ontwikkeling for the construction of homes in the Hooghkamer planning district

The mayor and aldermen of the Municipality of Teylingen and Terra Ontwikkeling,
a joint venture between Heijmans Property Development and NIBC, have in
principle agreed to construct over 400 homes in the Hooghkamer planning district
in Voorhout. It is an important step towards the construction of the first homes
of the 840 homes planned for that district. The first application for a building
permit is still expected before the end of the year.
The acquisition by the municipality of a portion of the lands is also
facilitating the construction of the first segment of the district access road.
The intent is for this road to be extended in the future and to become part of
the Northern Ring Road, once the financing for the ring road is complete.
Both parties are delighted with this general agreement and after the official
signing on Friday 1 October, will energetically undertake the further
development of the Hooghkamer plan.
Rural and rustic character
The over 400 homes that are the subject of the agreement to be signed by the
Municipality of Teylingen and Terra Ontwikkeling will have a rural and rustic
character. A park will also be constructed in Hooghkamer along the Molentocht
waterway. This park is characterised by various recreational opportunities and a
great deal of space for green and water.
Next steps following signing of the agreement
The design of the Hooghkamer zoning plan and the operating plan will be
submitted for review this autumn. On 16 December 2010, the municipal council
will officially decide on the credit required for the purchase of the lands
needed to construct the main roads, including the district access road, one park
and watercourses. The transfer of the lands from Terra Ontwikkeling to the
municipality will then take place before the end of this year. The final
adoption of the Hooghkamer zoning plan and operating plan by the municipal
council is subsequently planned for June 2011.
Brief background information to the agreement with Terra Ontwikkeling
The agreement with Terra Ontwikkeling contains provisions for the construction
of homes and the public space on the land owned by this developer. In addition,
the municipality will purchase land from Terra Ontwikkeling for the construction
of main roads, including the district access road, a park and ponds.
Negotiations also underway with other land owners
Teylingen is currently also negotiating with other land owners for the purpose
of formulating agreements. Furthermore, agreements have been formulated to
provide the three local housing corporations with a first opportunity of
becoming the owner of the subsidised rental homes.
Sustainable building
The municipality's goal is to achieve a high level of sustainability in terms of
the use of materials and energy consumption for this large-scale building plan.
The 2010-2014 coalition agreement states that 'Teylingen is building for the
future'. Signing this agreement means that this is now about to happen.
