NEFCO signs new framework agreement with Ukraine

(Thomson Reuters ONE) - Press release, 17 September2009The Nordic Environment Finance Corporation, NEFCO and the Ukrainiangovernment have today signed a new framework agreement, whichacknowledges NEFCO's status as an international financial institutionin Ukraine. This will pave the way for new energy efficiency projectsin the country. NEFCO has financed environmental projects in Ukrainesince 2003. However, these financial arrangements have not includedthe framework agreement, and this has prevented NEFCO from financingventures such as municipal energy projects in the country.The signing of the framework agreement coincided with aninternational conference on energy efficiency, which was beingconvened in Donetsk, in South Eastern Ukraine. During the signingceremony, the Ukrainian government was represented by SergiyIermilov, the head of the National Agency for Energy Efficiency,NAER, and NEFCO by managing director Magnus Rystedt and vicepresident Torben Vindeløv."We currently have over 70 projects in the pipeline in Ukraine, andmany of them can now be implemented thanks to the new frameworkagreement, which opens up new possibilities for innovativeenvironmental financing", says NEFCO's managing director, MagnusRystedt.NEFCO has so far approved 19 million EUR finance for 29 projectsvalued at 55 million EUR in Ukraine. The projects have mainly been inthe energy, agricultural, industrial and banking sectors. Most of theprojects have included technological measures to reduce energyconsumption and the releases of carbon dioxide or other climategases."We hope that this agreement will inspire Ukrainian municipalitiesand municipal enterprises to invest in energy efficient technologiesby utilising the loans that we have provided. Apart from financing weare also offering an opportunity to make use of environmentalexperience available in the Nordic countries", says vice presidentTorben Vindeløv, who is in charge of NEFCO's lending operations inUkraine.The Ukrainian loans currently account for 7.9 per cent of fundsdisbursed by NEFCO's two financial instruments; the Investment Fundand the Nordic Environment Development Fund. Last year NEFCO's boardof directors approved eight loans for Ukraine. Some of the projectsfinanced by these loans are directed towards the efficient processingof pig manure and biogas production as well as the installation andupgrading of energy-saving technologies on wood furnituremanufacturing plants. Some funds have also been directed towards theinstallation of new substations for district heating systems. Inaddition, NEFCO manages two carbon funds that are available forprojects in Ukraine.NEFCO is an international financial institution owned by the fiveNordic countries that mainly finances investments and projects inRussia, Ukraine, Estonia, Latvia, Lithuania and Belarus, in order togenerate positive environmental effects for the Nordic region. NEFCOcurrently administers funds valued at some 353 million euros.
