(firmenpresse) - TORONTO, ONTARIO -- (Marketwire) -- 12/01/11 -- Laurie H. Pawlitza, Treasurer of The Law Society of Upper Canada, today announced the appointment of Robert Lapper as Chief Executive Officer of The Law Society of Upper Canada, effective February 1, 2012.

Mr. Lapper is currently the Deputy Minister of Labour for the Province of British Columbia, a post he has held since 2009. From 2007 to 2009, he served as the Deputy Cabinet Secretary and Associate Deputy Minister, Cabinet Operations and Intergovernmental Relations, in the Office of the Premier.

For seven years, beginning in 2001, Mr. Lapper was the Assistant Deputy Attorney General, Legal Services Branch, for the Province of British Columbia. He oversaw a complete organizational and service transformation in the Legal Service Branch during his tenure there. He was honoured with a Queen's Counsel appointment in December 2002.

After clerking with the British Columbia Supreme Court, he practised law as an associate and later partner in a firm in Sidney, British Columbia for 10 years. During that time, his practice included a variety of areas. One - emerging aboriginal law issues - engaged his interest in particular. Mr. Lapper joined the Province of British Columbia as a lawyer in the Legal Services Branch, Ministry of Attorney General, in 1994 to focus on these aboriginal law issues. His work included acting as one of the counsel to the Nisga'a Treaty negotiations, which concluded the first "modern" treaty in British Columbia. In 1998, he was appointed to head the Aboriginal Law Practice Group in Legal Services Branch.

In announcing his appointment, Ms. Pawlitza said, "Mr. Lapper has a passion for legal and justice issues, a collegial style of working with legal professionals, and a proven track record in overseeing the complete organizational and service transformation in the Legal Services Branch of British Columbia's Ministry of the Attorney General. As an Associate Deputy Minister in the Office of the Premier, he was responsible for providing strategic advice and logistic support to the Cabinet, the Premier, and government on the relations between British Columbia and other governments. He had a direct role in developing government legal positions on many public law issues including aboriginal litigation, government's response to historic abuse claims, the implications of the Patriot Act on government procurement, and many Charter and federal provincial division of powers matters. I am very pleased that Mr. Lapper has agreed to bring his wide-ranging experience in legal policy and his operational background to The Law Society of Upper Canada."





Mr. Lapper has a long history of volunteer engagements with community organizations. Currently he serves on the board of Our Place Society - one of the major service providers for the homeless and street involved community in Victoria, the Alumni Association of the University of Victoria, and the Professional Development Committee of the Canadian Bar Association, B.C. Branch. He is a frequent speaker and lecturer on public law and related issues, and has written on aboriginal law and commercial law issues.
