University of Louisville Selects Oracle to Help Improve Public Health and Reduce the Cost of Care

The , a state-supported research university with 17 health sciences centers and institutes, has selected solutions, and components as the foundation for the Louisville Informatics Institute (LOUI) initiative -- a statewide informatics network being designed and developed from the ground up.

LOUI will use Oracle technology and advanced analytics, along with an innovative outcomes-based reimbursement model, to improve public health, advance medical knowledge and reduce the cost of caring for more than one million patients in Kentucky. The university projects that LOUI will yield a significant annual return on investment through earlier intervention, improved patient compliance and avoided hospitalizations matched to the new payment model.

The university will use Oracle Health Sciences solutions to create a data and analytical foundation that yields new insight into care outcomes and cost management by enabling LOUI to link payer claims data with laboratory results and other electronic health record data to compare treatments, changes in health and the cost for achieving it.

Specifically, LOUI will use and Oracle Enterprise Healthcare Analytics to ensure that each patient is uniquely identified and to create a single enterprise data warehouse to aggregate patient data from multiple entities and source systems.

Oracle solutions, including Oracle Fusion Middleware, will support LOUI's efforts to improve treatment compliance, especially among underserved populations, by providing healthcare knowledge workers and health coaches -- who play an important role in the initiative -- with near real-time clinical data and easy-to-understand-and-access metrics that they can use to engage patients in a meaningful way.

LOUI will deploy Oracle Fusion Middleware Components, including , and to provide team members with a secure, highly personalized portal to view, analyze and share patient-specific test results.





Oracle WebCenter also provides out-of-the-box social media functionality that will support "Facebook for Medicine" communications -- including activity streams, wikis, blogs, discussion groups, recommendations and more -- that improve collaboration and connections between LOUI health knowledge workers and health coaches, as well as between health coaches and patients.

Delivering flexibility and scalability, the Oracle-based platform will enable LOUI to access and analyze integrated data to support known and future clinical, research and regulatory requirements, as well as new business models, including accountable care organizations (ACOs) and collaborative research initiatives. Oracle solutions, such as , also support compliance with all applicable health information retention and privacy statutes and regulations.

The University of Louisville is working with to build and deploy LOUI in three phases, the first of which went live in October 2012.
