Honduras assumes the presidency of the Council for Trade in Goods of the World Trade Organization.
(Thomson Reuters ONE) -
Geneva, July 25(th) 2013 - Dacio Castillo, Ambassador of Honduras to the WTO,
has been elected by acclamation of the 159 members of the World Trade
Organization to occupy the position of President of the Council for Trade in
Goods (CTG).
The Goods Council oversees the proper functioning of the General Agreement on
Tariffs and Trade (GATT), which encompasses international trade in goods.
As well as having to find solutions to problems within the council, Ambassador
Castillo will be required to work with ten other committees for which the CTG is
ultimately responsible, namely: agriculture, market access, sanitary and
phytosanitary measures, subsidies and countervailing measures, antidumping,
customs valuation, rules of origin, import licensing procedures, investments,
and safeguards.
The hugely important Goods Council also receives reports from the working party
on state working enterprises and the Committee of Participants on the Expansion
of Trade in Information Technology Products.
Given the importance and complexity of this council, the appointment of Dacio
Castillo was based on his proven capacity and experience as an international
negotiator and his extensive knowledge of WTO rules and regulations, as this is
one of the requirements set forth in the rules of the WTO for serving as
president. Mr. Castillo has been president of the WTO Intellectual Property
Council; of the Free Trade Area for the Americas (ALCA to use its Spanish
acronym); and of the ninth session of the Commission on Trade in Goods and
Services and Commodities at UNCTAD. Similarly, his active involvement in the
dispute resolution mechanism, representing and defending his country on the
international stage, has afforded him the admiration and respect of WTO members.
Mr. Castillo has given conferences around the world on a wealth of different
topics, including agriculture, dispute resolution, non-state players, energy,
food safety and intellectual property.
